The Jorhat Sarbajanik Sabha was founded in 1884 at Jorhat. Its first president was Raj Naranarayan and the secretary was Jagannath Barua.
The main objectives of the Sabha were:
i. To represent the wishes and problems of the people before the government.
ii. To explain government policies to the people.
iii. To reduce the sufferings of the common people.
Its major activities included:
i. Protesting against the Assam Land and Revenue Regulation Act of 1886.
ii. Supporting peasants against the increase of land revenue in 1892–93.
iii. Sending a memorandum to the Royal Commission in London (1893) to continue the opium trade.
iv. At first opposing the Partition of Bengal (1905), but later accepting it with the condition that the interests of Assamese people and government jobs for them should be protected.
